Adds a merchant that sells scrolls to permanently buff a horses health or speed.

I have it running after my .esm files right at the top of the list. I run OOO, Saddle Bags amongst many
others and it runs fine.

When increasing horse speed, the animation can be a bit off and unrealistic at high levels, not much can
be done about it.

WHAT DOES THIS MOD DO?
======================
I got fed up with having my horses killed and having to put up with their default speed. This mod allows
horses to be upgraded with magic buffs that permanently increase that horses health or speed.
I've added 2 scrolls for sale and a vendor who sells them in Chestnut Handy Stables outside the Imperial
City.
One scroll adds 100 health to the base health of any horse it is cast on and the other scroll adds 5 pts to
any horses speed attribute. As many scrolls can be bought and used as needed.
The scrolls have a base value of 250.
