There is far too much to explain here, so I refer the DLer to either the TES forums where you can find an ongoing discussion(s) of this mod and specifically the readme.

Generally, this mod helps to solve the problem of rare armors being far too common in stock oblivion, and also adds several other features to balance armor/weapon rarity and gameplay. Second, there is a new .esp file that adjusts the creature scaleing to add some variety and new style of content to the game. However, several mods do this and any so far can likely be used with the rarity mod (see my note on compatibility in the readme and at the TES forums) or this one could probably be used standalone as well.

Changes in 2.1:

-Certain daedra no longer have daedric equipment on their profile--it has been duplicated as a new armor and made non-playable to keep the non-playable dremora armor trend consistent.

-Certain daedra that use weapons no longer have only ebony or daedric on their profile--new lists created to randomize both weapons and a percent none chance. (Xiviali that weild weapons (sp?) have glass weapons added to their profile--in abbundance, to ensure it is the most common--and now have a 50% chance to have no weapon on their profile, making them a regular non-weap xivilai)

-Gems made more rare on the new lists from 2.0--now a 75% chance none as opposed to the earlier 50%

-Looked at dremora missile NPCs--they should be working appropriately, let me know if you experience problems where they do not use the bow. Also let me know, if you have these problems, whether or not you use comabt AI or other AI altering mods.

-minor changes in the creature leveling lists to v1.1
