GQ Get Arrows From Cell

This mod attempts to simplify post-combat arrow collection. It puts a script on Brush Jars (PaintbrushJar01, 1BBCB) that runs once when you try to equip the Brush Jar. It collects all arrows in the current game Cell, as long as they have been around for at least 3 seconds (and have probably landed if they were launched). It will not collect arrows from containers. It will not collect arrows if it would be counted as stealing. It will not run if the game detects that you are in combat (which it may do erroneously).
KNOWN ISSUE - It seems to be grabbing the visible arrows sticking out of a creature, which do not necessarily reflect the arrows that were left unbroken after combat. You may end up with more arrows than you started with. Not sure how to fix that yet.
