As the description says, it is a saved game of a Mystic Elf mage.
The save game is located in the rar file.
To make it work, unrar the save, put it into My Games/Oblivion/saves folder and it should work.
As the beauty is in the eyes of the beholder, look at the pictures and see the character herself.
Needed is only Rens Beauty Pack and maybe natural faces, as I am currently using it.
