Unofficial Oblivion Patch 3.2.8 hotfix for frans. The file 'UOP 328 for Frans MOBS' is for players who installed frans with MOBS weapons stats, 'UOP 328 for Frans nonMOBS' for players using vanilla weapons stats.

This is an esp only. You need to download UOP 3.2.0 than apply 3.2.8 hotfix:
