You can't normally access anything yet, but if you would like to see where I'm at with this and offer help - Meshes and Scripting at the moment, please send me a message through this site, and/or an email at tesfallout@gmail.com
to contact me. You can reach these cells by typing in the console, "player.coc KvatchCastleStorageRES" and that will take you to a part of the kvatch castle.
