I always liked the Thieves' Toolbelt by Taylorsd but didn't really care fore the FPS hit. I took a look at the meshes in Nifskope and quickly figured out the problem. I streamlined it a bit by deleting a lot of the excess baggage. Also flipped the placement for the pack and belt: belt now takes up tail slot and pack takes up amulet slot. The objects are still pretty complicated, so the meshes are still pretty large. This should give people a few extra FPS, though.
