Prevents the reset of fDecalLifetime if the video options menu is opened.


Details
=======
One of the most common tweaks done to the Oblivion.ini file is to change the value of fDecalLifetime from 10 to a higher number. This value basically tells the game how long, in seconds, to keep blood patches on the screen (ie: blood spatters that appear on the ground or weapons when an animal or character is hit). One problem with this tweak is that if you open the video options menu, the value of fDecalLifetime is changed back to 10.

This mod attempts to fix that by detecting if the value of fDecalLifetime has changed back to 10 and reseting it back to 300.
