The esp contains a script and spell for a chargeable fireball spell. The quest script demonstrates one simple way to script this kind of charging spell. I have no intention to balance this spell or make any other chargeable kinds of spells. For testing purposes, you can get the spell by typing the following into the console:
startquest dchquest

Equip the spell as you would any other kind of spell, then cast the spell by pressing and releasing the cast key. The strength of the fireball depends on how long you you hold the cast key.
If you hold cast for 1 second or less, the fireball deals 25 damage in a 5 ft area.
At 4 seconds or more, the fireball deals 100 damage in a 20 ft area.
The skill level and magicka cost are autocalculated when you release. If you do not have high enough skill or not enough magicka, you simply will not cast the spell.
If you hover over the spell in the spell menu, it will display the damage, area, and cost of the fireball that you last cast.
