This mod started simply and evolved a little bit. All in all it's a pretty simple mod.

What it does:
This mod allows you to control the camera view/rotate your character with the keyboard. When this mod is first loaded it gives you an option to use the defaults (arrow keys) or define your own. It also adds a weightless Misc Inventory item that can be used at any time later to change your settings. You can also drop this item if you choose, but then you won't be able to change your settings later. If there's any bugs let me know, I've tested it as thouroughly as I can.

Note: Don't be stupid and try to set any options to a key in use (i.e. Setting the look left option to "a" is not a good idea unless you go unbind a from the oblivion options).

Extra Note: If you wish to use the left/right to turn your character and the up/down to move you character (instead of make hime look up and down), choose to set custom controls then set left and right as normal but press backspace for up and down to disable them. Then use Oblivions normal key mapping to move forward/backward to the up/down arrows.
