This adjusts the reward for the "Seeking your Roots" quest. For all the collecting of Nirnroots that is required, the potion you get for your troubles isn't that great. It seems that all the potions were aimed for the quest to be done at level one. Unfortunately, if you just occasionally go to look for them in between quests, you're going to end up with a bunch of mediocre potions that no longer do you much good.
I have now upped the usefulness of the potions, and upped the price, so they're prohibitively expensive for a low level character. Sinderon also no longer runs out of the three best quality potions, although the weakest potion may run out under certain circumstances.
