You may make seperate plugins that affect one city at a time, if you make them so they modify the plugins i made give partial credit.

I plan on making this for each city its own plugin, the work is extremely boring but ill do anvil or something like that for next update.


Also i have no clue why the button i use for screen shots in FO3 is not working in oblivion, if someone can upload some screens itd be appreciated.
