Failures are possible, in which case combat and a standard assault charge will ensue. However, in the event of a success (assuming nobody is around to witness the event, and no guards are in the vicinity), you will get by without so much as a fine.
Rumour has it that the weapon belongs to a wizard. Fortunately for thieves, though, the wizard who owns this item of power keeps it on display in a heavily locked case, somewhere in the Imperial City...
