Generally, this mod helps to solve the problem of rare armors being far too common in stock oblivion, and also adds several other features to balance armor/weapon rarity and gameplay. Second, there is a new .esp file that adjusts the creature scaleing to add some variety and new style of content to the game. However, several mods do this and any so far can likely be used with the rarity mod (see my note on compatibility in the readme and at the TES forums) or this one could probably be used standalone as well.
