Hotfix 9-29-09: Yesterday's fix contained a path error that would cause missing texture errors for anyone whose Oblivion directory is not named "Copy Of Oblivion." This has been fixed, and the plug-in should now work no matter where your Oblivion directory is or what it is named. An apology is owed to the 8 people who downloaded the broken fix. Sorry 'bout that.

Hotfix 9-28-09: The plug-in's shield model was improperly referencing the original Spell Breaker texture. This has been fixed in version 1_31. A big thanks is owed to GSmog for giving a detailed report of the (in-game) problem!

Update: This shield is now available as a stand-alone item plug-in in addition to a modders' resource/replacer. Download the version of your choice.
If you decide on the plug-in, then it'll be helpful to note that the shield is located in Frostfire Cave, at (or "on," to be more precise) the door that leads to Frostfire Glade.
It has the same armor class rating as Spell Breaker, but has enchantments that provide minor shield, frost shield, and absorb spell effects. I didn't make them too strong for fear of making the shield rigged, but they'll probably be noticable at times.

Installation and Use:

Replacer:
Installation: Download the .rar file (for a version marked [Replacer]), and either extract it to your Oblivion\Data directory or add the archives to an OMOD file. The appearance of the Spell Breaker artifact (and any modded-in shields that may have used its model file) will change immediately. To uninstall the replacer, simply delete the files that you copied from the archive. The shield will automatically revert to Bethesda's original.
Compatability Note: This mod should be compatable with anything. That's right, anything.

Plug-in:
Installation: Download the .rar file (for a version marked [Plug-in]), and either extract it to your Oblivion\Data directory or add the archives to an OMOD file. Activate the .esp via the method of your choice.
Compatability Note: This mod should be compatable with anything, but there's a chance that it'll conflict with something else that modifies Frostfire Cave.

Details:

The shield featured in this mod is the result of a relatively large amount of labor on my part. In addition to changing the visual theme of the shield, I also quadrupled (update: now multiplied by 16) the size of the texture and added new Normal and Glow maps for enhanced depth and visual appeal. The result, as you can see, is a shield that looks quite different from Bethesda's original Spell Breaker.

1.30) Added a plugin which puts the shield into the game as a new item and places it at the entrance to Frostfire Glade. The shield also has its own icon now, and custom windows icon has been included, for you to do with as you wish.

1.15) Tweaked diffuse map to reduce the visibility of the seam, reworked normal map, increased reflectivity.

1.10) The size of the texture has been quadrupled again, and is now 1024x2048 (bethesda's original spellbreaker was 256x512). New details have been added that improve the overall realism of the shield; it now matches vanilla armor sets very well, yet manages to look more frigid than before.
You can now look at the shield as close-up as you want without seeing any loss of quality. In fact, you'll probably notice more details!

1) Tell me that you'll be using it, and what sort of mod you're making. Links are nice too; I might even download it. You don't need to ask for permission, you only need to satisfy my curiosity and prevent unexpected surprises.

2) Give me credit. Don't try to pass this off as your own work; give me the credit that you would expect if your own workwas used. In other words, include my name in the credits section of your readme and, even more importantly, don't put forth the impression that you were the maker of these textures (or that you were the one that tweaked the model's shader settings).
