Its the imperial race with a custom joker facemap and slightly tweaked starting stats packaged as a new race. All it requires is plain old oblivion(in the picture"lighter face" he is wearing shivering isles clothes, you do not need SI to run this mod! I just like that suit), but I recommend you get the elegent vests mod, just for looks.
