This was released within weeks of Oblivion's launch based on Morrowind modding knowledge. It's been years since this was released, and at some point along the way, modders developed a better understanding of how Bethesda handles time, and the potential consequences for messing with it.

I'd no longer call it useful or viable, so am removing it.
I'm moving the actual file to the archive in case somebody has something that completely relies on it, but I don't personally recommend it. Do a few searches on the topic and find a more comprehensive solution, including an understanding of the potential issues.
