Make all vanilla Oblivion and Shivering Isles arrows faster and lighter. Arrow speed is increased by an average of 50%, and arrow weight is cut approximately in half (though some arrows were made slightly heavier, for balance). Arrow speed is now directly related to weight: lighter arrows are generally faster, though heavier arrows tend to do better damage. Arrow material completely determines speed and weight (no more half-pound SI arrows...). Magical projectiles also travel twice as fast now, making them more competitive with the faster arrows.
Includes UOP/USIP fixes.
Comments are welcome, especially regarding arrow damage (which has been left at the base values for nearly all arrows).
