Adds knowledgeable NPCs to the Inns around Cyrodiil who will direct the player to the local places of interest.

It always seemed funny to me that nobody in Oblivion was very knowledgeable about the local sights and plights. In order to remedy this, I decided to place NPCs in the Inns around Cyrodiil. These NPCs will invite you to share a drink with them while they relate to you the local places to see and relate the local troubles (ie. Side Quests =P).
Whether it will also add its own side quests or not in the final release remains to be seen. Right now I'm just releasing a Proof of Concept which adds one NPC to the Roxey Inn north of Vilverin and the Imperial Sewer Grate. Feel free to post comments and suggestions! This is still a WIPz, so I'm welcome to all constructive criticism. =D
