You can buy this drees, hood and shoes in the Imperial City 'The Copious Coinpurse'.

Installation

Extract the contents of this archive to your Oblivion\Data directory.
From the Oblivion Launcher, select Data Files and check the box next to 'UFF Black Courtesan Dress.esp'.

Deinstallation
==========
Disable and Delete the 'UFF Black Courtesan Dress.esp' file in the Oblivion\Data directory.
Delete the complete folder 'black_courtesan' found in:
\Data\meshes\clothes\gp\
\Data\textures\clothes\gp\
\Data\textures\menus\icons\clothes\gp\
