The point is Bethesda could have made them 8192x8192 or even bigger
Indeed they could! Even more.. but I thing this is a bit handy less, still now 2 years after Oblivion release. Bethesda had to do a product suitable to most people and even with the 8800GTX you could have any stuttering running a full modded copy of Oblivion. Nonetheless some improvements really change the game..
