In my opinion, Darigaz17 is one of the best modders of Oblivion. He has custom races suits and great armor. If you look in google for the nick you will find great works of Dari.
If what you like are mods of armor and suits ... I also recommend that you look for El Alquimista/myst42 and chakaru11 ... these and Darigaz17 are my favorites.
And humbly (although I'm not up to it) I recommend that you try some of my race mods here in the nexus: P

Tough, yes, you should check all the other modders that were mentioned by kenmaster31 and sinner201, and the easiest way to find their works that are not here on Nexus is to google for the Drunken Crafters Inn Deviant Group.
As for your question...
Apart from characters (almost always custom) and clothing/armor/weapons (which are generally either by me or by the modders mentioned above), my game is mostly vanilla without really many replacers, long story short, my game boils down to the following mods:
- Natural environments - Really Textured Normal Maps - Custom GlowHell ENB - Oblivion Reloaded (only water and shadow shaders) - Hesu Mods - Elswyer - Pose mods - Custom Races - Armor/Clothing/Weapons by the modders mentioned above and/or me
You can however have a much better looking game (if you have a good GPU of course), by using environment mods/replacers from maczopikczo, katkat, discovery1 and elbethien (sorry if I forgot someone).
