(I think this goblin is Snu's addition. I don't remember any like it from the vanilla game.)

Speaking about Snu's unique monsters, whenever I'm visiting Chorrol, I'm staying at the Oak & Crosier in the hope to meet your avatar, Tobjoerk. He's such a charismatic fellow. Especially in Nuska's version, OCO2. Simpatico, amigo.

KI is a framerate eater too unfortunately; strangely in my game rats are heavily prone to cause lags
Well, I guess, when someone also applied some scripts smartening up all those goblins, this might cause any machine steaming with white smoke.
It was a problem of placement of the mode.
