Somewhat, by design of the devs, though, I think. My sense is that they quite deliberately sought to evoke Morrowind a bit in the Shivering Isles expansion. The Mania side is very reminiscent of the Sheogorath region, while several areas on the Dementia side bear similarities to the Bitter Coast.
