My little wallflower, the weather control spell Tell Peter, has got a bugfix, and moves on to version 0.5 (thanks Elbethien).
( With this version I have packed all TellPeter flavours into one archive -- the file size is tiny. )

Hours on hours I have been standing in Anvil, freezing, from head to foot covered in snow (even the eyelashes if you can believe it). I am confident that permanent weather stays permanent. May I go inside now? ^_^
