Ground based street lights, guards with torches, phosphorus algae in the local waters, light reflecting off the second smaller moon. I can probably come up with more reasons if I tired but there is a cheese cake in the other room demanding i eat it.

I'm tempted to offer in trade the warm brownie and ice cream I'm having for the cheese cake.

The shadows want cheese cake also. You can see that Fufu's shadow has already left the planet. Fufu himself, however, is sticking around where he knows there will be Battle Bunny Beer.

To much Battle Bunny beer will make you float and we all know floating battle bunny's cast nos shadow. Also floating makes it harder for Teneicha to see and hear them coming for him.

Sheogorath turned all the moons to cheese. They're his private reserve. Cheese doesn't reflect light very well.

      Are you sure about that?
I can't say I've tried to replace the lunar regolith with cheese before to check the reflectivity. But then the most cheese I've had was a large brick when I use to make Burgers for a living. And it was considered bad form to spread all those slices from the blocks out to see how well light bounced off of the slices.
