Not exactly a 'bug', unless you're using a mod intended to get rid of the all-too-common neck seams and for some reason it isn't working as intended.
Yes, even Vanilla bodies as designed by Bethesda, like the own shown in this image, did have the infamous neck seam already all along. It is, after all, a nuisance from the original game mod authors are trying to fix in multiple different ways since ages.
The recently released package of 'seamless' replacers for bodies, clothing and heads of several origins and types actually is the first one I'd really consider to be 'successful' in a way. (I still have to give it a try myself with my famous bodies and face textures first though. But it definitely is as promising a start as nothing before ever was so far.)
