I got the fog looking like this by modifying the weather parameters with the Construction Set. OBGE or ENB have nothing to do with this "volumetric" effect. This is just an illusion primarily resulted from lower "Target LUM" and higher "Blur Radius" and "Bright Scale" settings.
No, there should be no FPS hit. It's just the vanilla HDR with changed parameters. The Oblivion's HDR lighting is not intended to create such effects, but nonetheless it works! This is because I call it "fake".
There are similar screenshots with this "dream-like" effect on Nexus, but I use it only for the foggy weather types.
By the way, I also use some OBGE shaders, like Godrays, ColorMood and ColorEffects in this screenshot.
