It is just the game's (computer's) way of letting you know that YOU are not in control. LOL!
I once had a mod by someone whom I first admired & then got to know too well. He had put himself in his mod as a NPC. I was so angry & disgusted by him, that I got a great deal of satisfaction from shrinking his NPC in the game to about that size. I suppose it was small of me to be so petty, but it seemed to have a good effect on my blood pressure when I saw him. ;-D
You can do that with other NPCs that you are not allowed to chop on & that can be fun. ;-)
