The 30th day of Frost Fall (The elder scrolls name for October) is Emperor's Day. Seems it was celebrated with traveling carnivals and big celebrations which include the annual Goblin Chase on horseback. For this interpretation Mellow Kittie and Annabella have dressed up for it. Mellow even went the extra mile and used real gamma rays  to give her a height of seven feet and green skin.
