    Damn nice.
Which mods do you use to make your characters look so pretty?

I have been out of the loop for a while.
Mods seem to have come long way since I last played in 2011.

Looking to get back into modding Oblivion and I definitely want characters that look that nice.

Im gonna hijack this comment because the blue one is my character.
Darigaz will probably say the same: take beautiful base race and edit it to your liking in some art program.

^Pretty much what Mahtawa said, not that you can't make beautiful characters with the already available races, but being able to modify them to your liking helps a lot, you can do that with just the Construction Set to borrow assets from other races and to the the one you want, or you can go further by using PS/Gimp to edit the textures.

The the rest lies with how patient you are with the facegen sliders, even after all these years, the main wall that blocks people from making beautiful characters in Oblivion are still those damned sliders, no custom race will save you from having to deal with those.

Damn I'm so bad with sliders.
Does Oblivion have anything like the saveable presets in Skyrims Racemenu mod?

In Skyrim I just use someone else's preset and then edit it to my preferences.
When I try to create a character from scratch they always end up looking like a goblin.

Which race/face mods would you recommend to work from?

You can always use other peoples save games. There are a number of them here on Nexus such as the Hina game save. You can import the face of some of these characters using Face Copy, Wrye Bash or Oblivion Face Exchange Lite to your own save games if you don't want to use other peoples save. This is helpful if you want find a game save you like but don't like the race they used Be it a vanilla race or a custom race like the ladies over head.
