Well, I think that it was intended to find them on the ground, but when you come closer they rise to the water surface.

A card of an Imp can be found near the stairs leading to Kindred Cave (in German: Kemen Höhle), and a very rare card of the Frostcrag Spire can be found next to Fort Irony

Great lighting and a very nice view of the fort! I remember that I found a very rare trading card (from the Oblivion Collectible Cards mod) near the pier, floating on the water. (and as far as I remember one was in the boat, but you only could find that card after travelling to the isand by boat)
I knew this game in 2008 and this quest was one of my first. As I didn't knew the game system at this time, I spent till the sundown to find the way to enter the fort... haha... Hey Tob! thank you for the info about the location of the trading card here... I think I'll dl it one day... to put them on a wall as a decoration...
Hehe, it was the same for me when I reached this fort for the very first time (not through the quest)... ...at least it could've been possible to find a key there...
