I use the Streamline mod now with great results for performance optimization

A workaround the FPS and memory limitations for having multiple NPCs in one area is to save your current quest level, exit the game, and open your last saved game to clear the Oblivion executable's allocated memory space.

Wow, this is extremely serious business. I only wonder how this army affects FPS - but to be honest, it looks so stunning that FPS is secondary to its sheer awesomeness.

Very good question. I was thinking of either using a composite of static NPCs vs. dynamic and changing the AI to zero aggression when the Player first encounters them. Oblivion is not built to handle large number of NPCs in a single area at one time.

If you remember your history in World War I, Germans used mock inflatables of tanks to confuse their enemy. The same was done with my Mod in support of huge undead army. The key is to blend live NPCs with realistic static models.
