i cant recall what ENB's enbprepass.fx i have.. But it does have pixel perfect fail when it come to focusing.. One pixel off zero position and it blurs character along with the bg.. Well not so much but its kinda like photoshop 10% and bg is 100%

(thanks to stahlriven for giving my own settings back since i copied skyrim enb to oblivion folder.. yay)

edit: hair "mashups" and some minor enchancements to the armor (squeeze it tight so i can use ZKEC Explorer *looks around* )

    Is it available to download?

    I know its this mod http://www.nexusmods.com/oblivion/mods/17800 but I couldn't find that specific texture in it.

      Nope but that texture is kinda easy to make. Just open red and black? textures of that mod in i.e gimp or paint.net and copy belts over.. Or the whole cloth-belt area.
