  She is a Salutrian Elf. In finding the link for you I see that they've added an update earlier this year. I am currently using version 3, but am going to check out the new version 4 and the tattoo texture pack.   If you mean The Heart Of The Dead mod, I finished it yesterday. Very immersive and lore friendly. Well written story line and voice acting for all characters. One of the best mods I've found so far, it's like Tomb Raider for Oblivion.
