Adds hazard protection and hides storm effects around all basic floor pieces.

A common complaint people have with base building using basic pieces is that they get storms inside their buildings, particularly if the space is more than two wall pieces high. This mod adds a heater-like effect to all basic floor pieces so if you are standing on one, you will be protected and won't see the storm effects.
