OVERVIEW

Climate Control NVSE fixes bugs and adds utilities for weather mods.

• Fixes weather updates being paused in interiors
• Adds GetOutgoingWeather command for scripts
  

In the future it may include more fixes or features.

Longer weather transitions is provided as an optional mod, but is highly recommended.  It extends the transition time by a factor of 20, which fixes abrupt weather transitions when using varied weather types.
