Experimental fix for the unresponsive Callaghan in the For The Enclave mod.

A fix for the issue with quartermaster Callaghan not talking with the player character save for the generic NPC "goodbye". It fixes the issue for me, it may or may not fix it for you depending of the other conflicts in the load order. As it was before the fix, priority of the Enclave traders internal quest was set to very low, also the trade script was broken (so even if she sold anything she had only the lowest tier goods available).
This fix is experimental. Unresponsiveness of the NPC can be also caused by the other mods breaking dialogue priorities.
This mod is free to be included into any tweaks and overhauls of the For the Enclave mod. Provided it'll work, ofc.
I've also gave her a gun with an ammo this time, added her to the Henderson bunker faction and gave both Enclave quartermasters a class with higher repair skills. Try to not discharge in the shop, tho. She's not essential anymore.
