Adds DLC Support for NV Classic Rebalance. Does not support the Courier's Stash/Preorder DLC.

I really liked a lot of the design philosophy behind the original NV Classic Rebalance mod, but development on it seems to have stopped. This is a mod that brings the New Vegas DLC balance into the same general ballpark as the NV Classic Rebalance, so they're now at least playable. Balance will improve as I playtest and collect feedback. Please note that this does not support the Courier's Stash/Preorder DLC; equipment added from them will still be hideously OP/UP.

Installation:
Drop the .esp into your /Data folder. Must be loaded after rebalance.esp.

Condensed changelog:
-Lowered level cap to 30
-Significantly decreased XP rewards from DLC quests so playing the DLC doesn't overlevel you for the base game.
-Many value/weight tweaks.
-Old World Gourmet now adds minor healing to old world food.
-Rebalanced Cloud Kiss to be in line with ClassicRB venoms.
-Removed healing from most DLC foods.
-Lowered healing from most Honest Hearts consumables.
-Nerfed Weapon Binding Ritual.
-Rebalanced most OWB consumables.
-Changed Them's Good Eatin's drops to be much weaker; they're now intended to be used as precursor ingredients for their more powerful counterparts.
-Changed Implant GRX to last longer but have less charges.
-Made Nightstalker Squeezin's alcoholic to complete the reference.
-Changed Auto-Inject Stimpak and Super Stimpaks to be in-line with ClassicRB stims.
-Minor tweaks to Lonesome Road consumables.
-Junk Rounds perk now allows you to craft a new ammo type, Junk, en masse without the use of casings.
-Changed DT penetration for most new ammo types.
-.45 Supers now have much higher damage, condition degradation, and spread.
-Rebalanced most GRA explosives to be in-line with ClassicRB explosives.
-Tweaked DR/DT of most new armors.
-Added more ammo crafting components to Lonesome Road Commissary.
-Changed HP/DMG/DR/DT of most DLC enemies. Many of them no longer scale, or scale much less aggressively.
-Ghost People resurrection tweaked; they are now much easier to knock down, but harder to outright kill.
-DLC Companions rebalanced.
-Removed health regen from OWB Valence Radii and Scorched Sierra Power Armor.
-Added Bowie Knives and DLC Grenade Rifles to Grunt.
-Made all DLC weapons be affected by ClassicRB skill tweaks.
-Added relevant DLC armors to the Travel Light/Freeballer exclusion list.
-Rebalanced most DLCs loot rates to be in-line with ClassicRB. Reduced Dead Money loot rates even further than that.
-Lowered many perk level reqs to account for lower max level.
-Nerfed oWB organ perks.
-Added crafting recipes for Bear Trap Fist HD Springs and War Club Casings.
-Rebalanced most DLC weapons to be in-line with ClassicRB weapons.
