About this mod

A lightweight mod that significantly reduces the regeneration rate of Action Points in an attempt to make the perks, drugs, mods, and other features designed to target or rely on AP usage more complex and valuable to players who prefer to play New Vegas like a pure FPS.

What this mod does:

In the Vanilla game of New Vegas the  modifier for Action Point regeneration is 0.0600. With this, the player will regenerate their base AP (unaffected by perks/clothing/drugs/etc) in a little over 16 seconds, the specific number of points per second being decided by how much AGI (or base AP) the player has. This mod alters that value to 0.0200, increasing the time it takes for the player to regenerate their base AP from 16 seconds to 50 seconds.


Effect on Gameplay:

Action Point regeneration in Vanilla New Vegas is incredibly fast. I believe this is to cater to players who desire a different flavor of gameplay that is closer to the earlier games in the series. For many traditional FPS players, however, this tends to lead to less consideration for V.A.T.S, Action Points, and the features related to them for many reasons - including a perceived lack of input or skill needed to make use of their constant and high rush of AP at all times.

Many people have made mods that draw on AP usage for these reasons, giving players an extra incentive to build into their action points for the more active and arguably balanced effects the mods may provide in an attempt to add value to them; a 'sprinting' feature that drains points per second, as an example. In a similar sense, this mod alters the base game in an attempt to add a more simple solution. By making AP regenerate significantly more slowly, I think I've accomplished this task.

With this mod, the player no longer has the option to be frivolous with their AP.

Whether it be adding a burst of speed during a crucial moment with a sprinting mod, popping around a corner to deliver a series of deadly sneak attack criticals via V.A.T.S, or simply triggering V.A.T.S. in an attempt to even the score when outnumbered and outgunned, the player will quickly find out how important their decision was when they look down at their empty AP bar amidst the rest of the firefight.
Those Action Points won't be coming back any time soon, so using them wisely is a must.

This should also indirectly increase the value of perks like Gunslinger and Commando for FPS players as well; If you miss then the points are just as gone, so you better not miss. Same principle for other AP-related perks like Grim Reaper's Sprint, Action Boy and whathaveyou.

In closing: Having the game essentially aim for you will always be a tricky thing to sell to seasoned FPS players, even if there's still a chance to miss. By making V.A.T.S. usage significantly more limited and specialized I, personally, have found an AP/V.A.T.S. system that works well for me. If you think it may improve your gameplay as far as it concerns the use of AP, then I strongly recommend you try it out as well!

Installing/Uninstalling:

Installing and uninstalling this mod isn't unique compared to most other mods. The archive has only two files; an .esp, and readme file for convenience. To install, add the .esp to your data folder. To uninstall, remove the esp from your data folder.

Any mods that alter the fActionPointsRestoreRate value may clash with this mod, so be sure to control your load order if that is the case.
