I Developed this mod specifically for dust however it works 
perfect with vanilla New Vegas, I created it because in Dust there was
one thing that I thought was missing, A safe space, of course this 
CAN break the experence of Dust, but you clearly came here because you
wanted it. Anyway there are footlockers in every base location marked
as DSB Personal Footlocker, they are safe storage and these bunkers
are meant to be a player home of sorts, currently there are two but
more are to come, Best way to find them is at gas stations, however I
have an additonal Notepad file with the changelog.
