Fancy Freeside

Adds street lights, repairs roads and cleans up rubble and litter.

Replaces NPC clothing with suits and dresses.
Clothing replacement is now optional

This mod has not been navmeshed, but still has vanilla meshes.

Update: may need Old World Blues as some street lights are marked as dlc03
