This is a weapon requested by BosCarenko and White Island, for their project Fallout Liberty (I don't believe it will function the same in their game, I only added programming because I wanted to do something interesting.
It can be found, along with 20 Energy Cells and a holotape in the Goodsprings School House.
REQUIRES NVSE
It's based off of TomEdwardsConcepts amazing concept art found here ; AR-01 Ray Gun and released with his permission, so long as he is credited for making the concept.
It uses only standard SECs (Small Energy Cells aka Energy Cells) for ammo. It doesn't fire upon the trigger being pulled, but upon it being released (Which, unfortunately, happens a LOT when you don't want it, leading to lots of misfires). Holding the trigger charges the weapon, which can do 1 DAM (being released instantly) up to 60 DAM, when it's fully charged.
The critical chance grows with the DAM (1% at no charge, 60% chance when fully charged), however the critical damage stays at 50, regardless of charge. Also regardless of charge, it will always consume only 1 SEC.
The weapons condition deteriorates rapidly when being charge, however its condition has no effect on it's damage, and as it has no proper reload sequence, no effect on weapon jamming. The only thing it effects is Value and, like all other weapons, when the condition hits 0%, it can not be used until it's been repaired. It cannot be repaired with any other weapon, so only Weapon Repair Kits and Vendors can repair it, which will get expensive to maintain.

Oh, also, don't use VATS, it tends to crash.
