This is the second ENB preset I have tried my hand at and I am very satisfied with the results.
My first preset as you may remember was ATSARP ENB Another Totally Super Awesome Realistic Preset 249 

which I thought was decent work for a first time preset, though with many issues(glowing hair, shrubs, etc) and a slim understanding of how ENBs work.
There was too much bloom, sun-rays, and the contrast of the shadows didn't really fit in with the scheme of things(My opinion)...
But now I present to you a fully redone preset with the latest binary(v263). Revamped lighting, shadows, lens, Sweetfx, coloring, and what have ya's.

I have spent a lot of time configuring, tweaking, and rounding out this preset. I hope you guys enjoy it as much as i enjoyed making it!

ATSARP.263 ENB requires the latest ENB binaries v263 which you can pick up here   http://enbdev.com/mod_falloutnv_v0263.htm 
Just download and extract the wrapper version d3d9.dll into your New Vegas directory. Copy and paste all of the files in the MAIN folder from my preset into your New Vegas directory also. You are now good to go!

I have also included quality configurations for this preset for people who have high end, median, low end, and shitty rigs in the preset as well

High end[Extreme] has all of the effects on and at the highest quality
__________________________________________________________________________
Median[Quality] has all of the effects on at a slightly lower quality

Low end[Performance] Has most effects at a significantly lower quality

Shitty Rigs[Shitty Rigs] Has few effects at the lowest quality

This preset includes effects such as Bloom, Ambient Occlusion, Lens flares, Sun glare and Sun-rays, Eye Adaption, and all of that good jazz!

The SweetFX settings included have effects such as Lumasharpen, SMAA, DPX, HDR, Curves, and Dither! 







The Lens effect included varies in strength and size depending on the size, and power of the light source. As you can see in the following images.













I have noticed in most ENB presets(including my first) have either a high bloom setting(and or not enough), too little or too much sun glare & rays, or not enough and/or too much color in the environment. I have tried make all of these factors well rounded and seamless with the New Vegas environs. As you can see in the following images.


















I have made everything satisfy my visual needs in the Fallout world and I hope it satisfies your visual needs as well! The preset is tailored for the Vanilla version of New Vegas(Lighting and Weather) I have not tinkered with RLO,  or Nevada Skies but you can try. I have not made this compatible with nightvision(I'm not that skilled) NOTE: I have not tried it with Fallout 3, so it will probably look terrible!
