To get inside the hatch you'll need the KEY which is inside the Suitcase near the hatch.
The Bomb Shelter Contains:
2 Custom Guns,
A Bed,
A Bookcase,
A Reloading and Workbench,
Ammo Storage,
Armour Storage,
Food Storage,
A Small Campfire,
Water Fountain,
Some Medboxes.
