Adds two new perks for energy weapon users:
Alternative Energy: Gives bonuses with all energy weapons that do not clearly fit into the categories of Plasma, Laser, or Flame Weapons (ie. the Gauss Rifle, the Arc Welder, the Sonic Emitter, the Tesla Cannon, etc.) and allows a minor upgrade to the arc welder to be crafted
Energizer: Grants bonuses to the use of recharger rifles and recharger pistols, and allows the crafting of upgraded versions of each at the workbench which mimic the effects of Overcharge ammunition (and also, at science skill 100, an upgraded recharger rifle with a 70 shot capacity and marginally faster recharge rate)
