Vault 94 is a player-habitable vault that contains several rooms.

-A bedroom
-A storage room
-A kitchen
-A fully functional casino (with max bet limit 20,000 and max profit limit 500,000,000)
-A med bay (With My First Infirmary)
-A Science Lab

Vault 94 started as a personal project.. I never intended to actually release it to the public. So, for the most part, Vault 94 is based largely on my own personal preference (i.e. symmetrical hallways and the lack of clutter). However, as I slowly added more and more features to it, I made the decision to release it because I believed that someone else might find it useful as well. Primarily, Vault 94's purpose was to provide a player home that was easily accessible from the Wasteland, and more importantly, commonly visited interior locations like Caesar's Tent and the Lucky 38, since I absolutely hated that in order to access the Presidential Suite in the Lucky 38 you had to move through three different doors just to get to your stuff. Additionally, you had walk a long ways just to reach Caesar's Tent, and move through several cells to get there. Vault 94's purpose was to cut down on walking time and loading screen time since it allows you to use the teleport doors to skip several of the steps to reach those locations, while providing a convenient storage area as well. In fact, if you count the Main Entrance (the physical location of the vault) at Boulder Beach Campground, there are a total of eight entrances to the vault.  They are located at the following locations:

-Boulder Beach Campground
-Goodsprings
-Lucky 38 Casino Floor
-Caesar's Tent
-Gun Runners
-Mick and Ralph's
-Brotherhood of Steel Bunker
-Hoover Dam

Now I realize that the entrances locations would mean that the vault would have to stretch underneath the entire wasteland, but that isn't really the point. If it makes you feel better you can visualize that a tunnel stretches all the way to those locations from the main vault, and in fact I considered adding a small passageway to simulate the effect that you are going to be walking a long ways (much like DLC Honest Hearts did), but I scrapped that idea since it would detract from the vaults' main purpose: convenience.
