Description:
Have you ever noticed how the way ownership work in Fallout New Vegas is kinda silly. if you have not, then go to Camp McCarran concourse and pick up a tin can on the ground without sneaking. spoiler-you will shot over an empty tin can because this game can handle ownership in a silly way.

Massive Object Ownership Revamp(MOOR) makes the way ownership works more logical for the whole base game of Fallout New Vegas. Some details about what has been changed are listed in the changes tab of this mod page. The amount of changes on an individual basis are too many for me to list. What is listed does not even cover is most of the changes that were made.

Notable change made in 1.1
The objects owned by the Bright Brotherhood at repconn test site become unowned when the quest come fly with my is completed.

Requirements:
MOOR Merged-Massive Object Ownership Revamp merged.esp
Honest Hearts dlc and NVSE 4.2b2 or a more current version.

MOOR-Massive Object Ownership Revamp.esp
NVSE 4.2b2 or a more current version.

Installation:
Download it though NMM and install it that program or Use the manual download and use FOMM or NMM to install it.
I am sure Mod Organizer works in a similar way as well; but don't know how it works because I have yet to trying it out. If you need help with using MO then I suggest reading the instructions and/or watching a tutorial(these
tutorials are made by a modder on nexus who makes good tutorials)
Alternatively use the manual download, then manually install it by putting the esp in your Data folder, then use a mod manger activate it.

Uninstallation:

Deactivate it in your mod manager of choice or delete the esp from your data folder if it was installed manually.

Conflicts:
Anything that affects ownership in the game potently?
At worst I see it just overriding a some small amount of the manual changes made by this mod; which not the end of the world. You can put this mod's esp lower in your load order to make everything work as designed or just let the a small amount changes get overridden if what ever mod doing the overriding is more important.
Making a Merged patch with FVEdit is quite helpful when dealing with conflicts in general.

Issues:
It might be a bit too loose with what is not considered stealing in some areas. The vanilla game is very strict about it to a ridiculous extent in some places and yet not strict enough in other places. I did what I could to improve the logic behind ownership.

Credits:
-Obsidian Entertainment and Bethesda- for Fallout New Vegas and Geck
-Jazzisparis for proving a couple scripts for the mod

Tools Used:
-FVEdit was used to clean the mod
-Geck with The GECK 1.4 PowerUp (I highly recommend using geck powerup if your going to script)
-FNV Plugin Utility to merge honest heart version of moor with base game one.

jazzisparis-when ask about permission he/she said "This script (as any of my scripts) can be used by anyone, for any purpose. No permission is needed, though I would appreciate being credited where it is due."

Fun fact:
-The Idea to make this mod came from a seemly dead mod called Improved ownership. It had the same goal making ownership more logical for the whole game but did not come even close achieving said goal(only effecting goodsprings). None of that mods assets was used in the making of my mod.

My other Fallout New Vegas mods:
Concentrated Fire Perk Tweak
an Item weight adjustment mod that I don't feel is worth publishing.
