FOMM with a minor modification to pack ogg files correctly in bsa\\\'s

A slight modification to FOMM to make it pack .ogg files into a BSA correctly. I've also included some command line BSA tools derived from FOMM that I found had the same problem. All tools were under GPL so there should be no issue with me releasing them as I have included the source. Bare in mind I didn't write these tools, just fixed the .ogg problem.
Update:
I believe I've fixed some of the path issues with the command line packer so it won't include the full path in the bsa folder records any more. I've also improved the unpacker to extract all files from a bsa if no text file is specified. There is also an issue with FOMM where it will not pack dlodsettings files correctly, messing up any lod included with a mod. This is now fixed in the command line tools.
