You can now complete Veronica's unmarked dress-finding quest and get Scribe Counter by giving her Vera's Outfit.
I've always thought the exclusion was odd since Veronica's lines about the type of dress she wants perfectly describes Vera's Outfit. It certainly fits "eye-catching and sexy...Old World designer gown" much better than Formal Wear and White Glove Society attire, which she takes. I'm guessing this is an oversight due to Vera's outfit originating from Dead Money.
Note: Like with all in-game dresses, Veronica won't actually wear the outfit without console commands or mods such as Veronica wears dresses or NV Error Corrections and Bug Fixes. I've included a picture so you can see how she looks in it.
